What “Off Leash Under Voice Control” Really Means

Where a town allows off-leash time, the test is simple: your dog comes back the first time you call, even with birds, waves, other dogs and people around. Caswell Beach defines control as a dog trained to respond to normal commands and recall on demand; Topsail Beach asks for a dog that is obedient to commands without exception. Electronic collars do not count as restraint on Oak Island or Holden Beach, and voice commands do not count at all in Southport or Surf City.

That reliable recall is exactly what we train. Full off-leash Recall is the centerpiece of our 2-week board and train, and private lessons build it step by step. Compare every option in our services guide, or see training near you in Carolina Beach, Kure Beach, Wrightsville Beach, Southport and Surf City.

Questions About Dogs on Wilmington-Area Beaches

Which beaches near Wilmington, NC allow dogs year-round?

Surf City, Topsail Beach, Oak Island, Caswell Beach, Bald Head Island, Freeman Park and Fort Fisher (except the swim beach) allow dogs all year under their leash rules. Carolina Beach, Kure Beach, Holden Beach, Ocean Isle Beach and Sunset Beach allow dogs in summer only outside daytime hours. Wrightsville Beach does not allow dogs on the beach from April 1 to September 30.

Can my dog be off leash on a beach near Wilmington?

Only in specific windows: Freeman Park from October 1 to March 31 under voice command; Oak Island from October 15 to March 15, 6 a.m. to 8 p.m., where signs are posted; Caswell Beach from dawn to 9 a.m. all year and all day from October 15 to March 15; and Topsail Beach off season for a dog that obeys commands without exception. Every other beach in this guide requires a leash.

Are dogs allowed on Wrightsville Beach?

Not from April 1 through September 30, leashed or not. From October 1 to March 31, leashed dogs are allowed on the beach strand.

Does an e-collar count as a leash on the beach?

No. Oak Island and Holden Beach state it directly: electronic collars and devices do not meet the leash requirement. Where off-leash time is allowed, the standard is voice control, meaning a dog that comes back when called. We use the e-collar as a training tool; on the beach, follow each town’s leash rule.

Does Southport have a dog beach?

Southport sits on the Cape Fear River and has no Atlantic oceanfront beach of its own, and dogs must be leashed everywhere in the city. The closest ocean beaches are Oak Island, Caswell Beach and Bald Head Island.

How do I get my dog ready for off-leash beach time?

The off-leash windows assume a recall that holds with birds, waves and other dogs around. Practice first in a fenced dog park, then on a long line on the beach. Full off-leash Recall is the centerpiece of our 2-week board and train ($2,800), and private lessons build it too.
